是一個開放移動設(shè)備API，允許Android應(yīng)用程序跟保密元素通訊的，例如SIM卡，內(nèi)置保密元素，手機(jī)安全卡等等。

說明這個服務(wù)是Android系統(tǒng)重要的服務(wù)單元，是不能被精簡的！任何機(jī)型和版本都必須存在的！
